This is a hacked version of Street Fighter II: Champion Edition. Versions of this can include various crazy tactics like homing projectiles, jumping off the screen, and changing your character in mid battle. It was created by Hung Hsi Enterprise.
Capcom eventually filed a class action lawsuit over this game and also bought the rights to a different hack called "Hyper Fighting".
